            The United States issued a proposal to impose a list of tariffs on Chinese products. The U.S. trade representative proposed to impose an additional 25% tariff on Chinese products on the list, and tax the value of Chinese imports to make up for the technological losses suffered by the United States.

    Under the provisions of Section 301, the U.S. Trade Agents Association publishes a list of proposed tariffs for Chinese products.

    Following investigations by the U.S. Trade Representative Office 301, President Trump announced in March that the United States will levy tariffs on Chinese imports worth about US$50 billion and take other measures to cope with China’s forced U.S. companies to transfer their technology and intellectual property to China. Domestic business policy. These policies have strengthened China’s willingness to obtain economic leadership in advanced technology areas as outlined in its “industrial plan”, such as “Made in China 2025”.

    The proposed list covers about 1300 individual tariff items. Of these 1,300 individual tariff items, 10 are related to the shoe leather industry, mainly shoe leather machinery and leather products for aircraft use. All are geared towards enterprises and are not directly oriented to consumers. The cost of related importing companies will increase, affecting the supply chain.

    For the Chinese shoe leather industry, only some of the export companies may suffer losses, but the overall impact is modest. However, it is impossible to completely rule out the possibility of the United States increasing tariffs on bulk exports such as footwear, despite the opposition of domestic US retailers and footwear companies.

This consultation is the first step in the WTO dispute settlement process. If the United States and China cannot reach a solution through consultations, the United States may request the establishment of a WTO dispute settlement team to review the matter.
